Medicaid Making a Difference: Beyond ‘Frequent-Flyer’ Status

For many years “Roger,” who lives in Council Bluffs, was often referred to as a “frequent flyer,” known on a first-name basis to many in the hospital emergency department and with local paramedics and several social service agencies. Often Roger arrived in the emergency department wearing soiled clothing and unable to take care of his own hygiene needs, let alone his health.
